Documents for cargo transport in Azerbaijan: e-qaimə and the waybill

The paperwork question splits into two cases: you move personal belongings or commercial cargo. The requirements differ completely.
Personal belongings
If you are moving your own furniture or household items, no special documents are required. The order itself is the record: it holds the route, the cargo description, the price and the delivery code. A PDF receipt is available once the order is complete.
Commercial cargo
When goods are sold or move between companies, an electronic invoice (e-qaimə) is required. The sender issues it and the recipient confirms it in the system. The driver carries the cargo with the accompanying documents.
- Name and tax ID of the sender and the recipient.
- Description, quantity and value of the goods.
- Pickup and drop-off addresses.
- Vehicle and driver details.
Special cargo
Food may need veterinary documents and quality certificates, excise goods need extra permits, and oversized machinery needs dimension clearance. The cargo owner prepares these documents.

Does the driver issue the e-qaimə?
No. The e-qaimə is issued by the goods owner, that is the sender. The carrier only provides the transport service.
